Vintage Harry Keiser cream wedding dress worn velvet chartreuse waist ribbon

Vintage 1950’s Harry Keiser union -made cream wedding dress worn velvet chartreuse waist ribbon. No size listed but would fit size 0 or XS. Needs some TLC as evidenced in pictures and price. Got it for my wedding dress but it was too small for me (usually a size 4, size small) in the elbows and ribcage.
