Isaac Mizrahi fall 1989 runway collection "extreme kilt" dress in cream plaid. The same dress was recently included in the Isaac Mizrahi exhibition at the Jewish Museum in New York. Strapless design with leather buckled straps and kick pleats at hem. Centre back zipper, boned bodice. 58% cashmere, 42% wool. Tagged size USA 6. Measures 35.5" at bust, 25" waist, 39" hip. Armpit to hem 49" when laid flat.

@phatmcat hi! I don’t know enough about tailoring to know for sure. But I do think it may be possible. I am attaching a couple more photos of the interior to try and show the construction. Hope it helps!
