Vintage J. Crew little black dress with a velvety material and silky straps

I hate to part with this amazing dress! It belonged to my Mom and is from the 90s. The waist is just a bit too tight for me, so I’m hoping it can find someone who can appreciate it and fit into it! This dress has no stretch, so please see the measurements in the photos. I have a 26” waist, and I think it’d be comfier for 25” or less. This dress feels very high quality and is an essential 90s piece.
