It's a cotton poly mix I believe. It can be ankle length or you can clip it up with the clips! It might need a good shave because it's pilling but due to my arthritis I just can't do it. It's had some love but it's still a really wonderful vintage 90's/00's goth look.

hercoldhands @lilyfru It is more flowy but it's kinda shaped like a tube skirt just straight all the way down and then you can clip the bustles however you want.
