Vintage MICHAEL MAIELLA PAT RICHARDS SAKS Red Velvet S/s Dress Sz XS?

Dress has been cut on the bottom and the sleeves. Part of the black and gold detailing is missing from the collar. Buttons up front. Back zipper closure. No size tag. Underarm to underarm measures 16.25” laid flat. Please see all pics. Dress was made for SAKS Fifth Avenue. I believe it to be from the 1970’s.
