Vintage Orange tulip wrap skirt

This was a purchase from a vintage store that was acquired about 15 years ago. There are no tags, but it seems like a cocktail skirt. See pictures. The clasps are either loose or coming loose from the stitching and there is also some gray discoloration on the fabric from the metal wear.
