Vintage Owl Face Velveteen Belt

Large silver owl face belt with a velveteen elastic strap,probably not original strap. Belt strap belt is homemade. Came from a sewing project. I was told by a friend it was from the 90s,it was hers. 3×3 inches , velveteen strap is 14 inches across stretches from a 28 to 36 tight. I'm a 26 and its a bit big on my waist. Needs to go to a good home.
