Vintage Paddle and Saddle USA made polka dot button up

So cute! Has slightly puffed shoulders, polka dots, an open eyelet space at the top that can be opened by unbuttoning the top button, button sleeves. 20 inches pit to pit, 24 inches shoulder to bottom. Vintage size 16 which should be about a medium. Please reference measurements.
