Stretchy elastic waist sits flat at 13”, stretches a good 17”or 18”
I’d say it fits like a small/medium
I am 5’1 and 100lbs. 31” bust 28” waist and I am modeling the dress.

it's a darling dress! I believe this style is blouson:
"The waist is fitted and the bodice—the part that fits over the torso—billows out and 'blouses' over a belt, drawstring, or elastic at the waist. Fabric loosely drapes the torso but defines the waist. It works with a full or fitted skirt"
