Vintage Red White Polka Dot Skirt and Shirt Set

Super cute vintage red and white polka dot skirt and shirt set. I’m not sure if this was an actual outfit or a costume but it could be either! There is a pen mark on it, as shown, but it’s not very visible when worn. Definitely a small, but please check measurements. Measurements while laying flat. Top - Bust: 18 1/2”. Waist: 18 1/2” Skirt - Waist: 13 1/2”. Hips: 21” Comes from a smoke free, dog friendly home.
