Haeger Pottery is one of America’s oldest and largest production pottery businesses. In 1871, David Haeger founded the company originally known as the Dundee Brickyard. The firm began producing artware in 1914 with Martin Stangl as a key designer. Royal Hickman joined in 1938 as a designer for the Royal Haeger artware line - Art Deco influence with smooth and detailed flowing lines with original glazes.

I think this figurine is typically referred to as a swan given The variety of swan pieces made by Royal Haeger. It seems more like a goose to me.
I think the figurines originally coordinated with a white console bowl "pond" for a decorative display. Console bowls were wide, shallow bowls that were meant to display on a side table or in a hallway.
I've used these on my bookcase, decorative display with my console bowls, tucked amongst plants and flowers, dining table center piece - great touch of Art Deco design!
