Vintage Scarlett ILGWU Print Button Up Wrap Dress

Cool vintage true wrap dress by Scarlett made by ILGWU the International Ladies Garment Workers Union. The tag shows it was made between 1974-1995 but looks like it’s from the 1980’s. It’s navy blue with a white print of what looks like cattails or wheat. The top is collared and oversized and blousy with 3/4 sleeves. The skirt is below the knee and a tighter fit. It is held together by white buttons at the dropped waist. In good used condition! Vintage size 13/14, more of a current M.
