I believe this is vintage 1940's Semmés Creations Cropped Jacket. It is most likely made of silk and is fully lined. I called this a small because even though chest is 36", it is 15" flat measurement across back (from seam to seam). The buttons are unique and eye catching. It is in great condition considering its age.
