Has belt loops but the belt shown is NOT INCLUDED. Vintage style strapless dress with embroidered trimming. Navy blue with ivory trim. The elastic above the chest measures 26 inches and stretches to 40. Waist measures 25 inches stretches to 34. Please note the waist has elastic band inside the dress - thread is loose and will need to be resewn. Not torn. Waist to hem is 20 inches. Tags say M but is junior size medium.
