Vintage “Styled by Jay Ann Product of James Jebaily” either a dust coat or dress

Vintage Jay Ann Product of James Jebaily either dust coat or dress. Navy with white flowers. No other info found on it to identify size or material. It is very sheer and delicate and fits s to xs. I am 5’7 and it goes down to almost my feet so it is long. There is a pocket on the right side. The buttons and strings are intact. The cuffs have come unraveled some but could be fixed. Inherited from my grandmother so I believe it to be dated back to the 1950’s but can’t guarantee. Very pretty piece to have in your vintage clothing collection.
