Vintage USA flirtations ruffle tulle dress

lovely party dress. there was a tear in the tulle that I quickly mended-it can be taken out and repaired by a professional if needed. the waist is a little over 12.5" while laying flat it's 48" long from armpit to bottom hem. I'm 5'4" and it just hit the floor on me as shown
