Vintage USA label ladies Black doll hat 1930s-50

Small black vintage hat a blue & white label with the words “Fair Labor Standards” and “Consumers’ Protection Label” on a vintage hat. these labels were used 1938 to 1950s. The hat has two crimps in the top, the black ribbon band looks as if it had something attached to the front and the side. It has a elastic attached to the inside, I believe is not original and can be removed. The back flap piece is where a hat pin should be used to secure it to your head. Smoke and pet free.
