Vintage Victorian Scott McClintock lace top size 12

Gorgeous lace Edwardian/Victorian top in a size 12. After doing some research, I believe there used to be a black velvet skirt attached. As you can see the interior lining has been cut short at hem and there's a zipper extending past the length of the top in back. May be a good project piece for a DIY'er?
