Vintage Y2K flowy Helen Blake black burn out velvet spaghetti strap dress

This dress features burn out velvet, a slip underneath, a zipper in the back, and a tie in the back. I’m not sure what this dress is made out of or what the size of it. The dress is in good condition with its flaws being fraying to the ties, a small tear on the front, close to the bottom and two small stains close to the left strap. (See video).
