Vintage designer dress

Pristine dress from high end DC boutique: Jackie Chalkley. 100% silk with beautiful beadwork. Not sure if it was ever worn. No size tag, but fits 4-6, and is about 27-28 inches at the waist. I know the ruffled bottom isn’t currently in, but how hard would it be to add a different skirt to change up the look? Classy, non-revealing neck line.
