Vintage drop waist dress with neck tie

Very mod drop waist dress! Navy blue and brown flowers on a white background. The tag says 16 and a half, I’m not sure if that’s the size or what but I’d say it’s more of a 12/14. Waist and pit measurements are pictured but feel free to comment with any other questions!
