Vintage floral dress, 80/90s

This was my nanas, I’m guessing from the 80s. It has shoulder pads and two connected layers. The tag says size 10 but my nana was tiny (probably 5’ and under 100lbs). I usually wear a size 6 and you can see it’s even pretty loose on me.
