Vintage handmade dress red Japanese fan print

Very cute handmade vintage red circle skirt dress. The fabric has a Japanese-style fan print and feels like polyester. The stitches holding the corded waist tie are coming loose in the back, and the left back bodice dart looks like it was let out and re-sewn. Please see photos for condition.
