Evening,
This is actually a semi-patent finish (a true patent finish is smooth and of a high shine) and is vinyl. This was not originally a "clutch" bag by either design, style, or type. I had a girlfriend while I was stationed at WPAFB in 1975 that owned this same handbag - it hand belong to her grandmother
and was nearly mint condition.
Specifically, it is a Kelly style(named for the late Grace Kelly) handbag pocketbook - someone has cut off the handles of both sides at some point.

This type of Kelly handbag, either with a single handle attached to the top of the frame or attached to each side of the body of the pocketbook, was the style produced the most. The era of the Kelly bags, especially this type, ran between 1954 and the end of 1979. Most of the manufactures used vinyl or patent vinyl as it cost less to do so and they sold more since the prices were so affordable.
