Vintage pleated skirt, size small

top not included. vintage pleated wool skirt has 2 small stains on front towards bottom (See pics) size tag says 13 but since it is vintage, it is not like the size 13 of today but instead much smaller. waist measures 14 (flat) or 28 inches (when the flat measurement is doubled) 28 inches from waist to bottom hem.
