Vintage quilted patchwork miniskirt

This amazing vintage skirt is quite well made and sturdy! No tags, but the size is very small: The waist is about 12" across pulled straight., and the length is about 18.5". I'm not sure about the material, but it is some kind of thick quilted synthetic. There is no elastic or give to the material.
