Vintage style peplum a-line pink polka dot dress

Unique, no tag, possibly vintage. appears to be handmade. seams are finished. Very sturdy linen type material, and little stretch. Peplum style waist with tie in the back. There are sections of elastic in back of waistband. Flowy A-line skirt. Round neckline, capped sleeves. Small, x small? Measurements lying flat: pit-pit: 16.50" waist: 13" full length from shoulder: 31.50" skirt length from waist hem: 17" *blemishes to note: 2 faded spots on the skirt. Hardly noticed while worn.
