Vintage women's Wranglers size 9

Vintage, (1990's, the Made in USA helps narrow it down a bit) Womens cut Wrangler Jeans. In good pre-owned condition, the tag says size 9, these are much smaller than that. These have no stretch. Waist measurement is 14.5 inches laid flat Rise is 12.5 inches Inseam is just under 31 inches There is a spot of minor wear on the inside of the thigh.
