WHY dress brand sequined heels top ladies size S

WHY dress brand ladies top with a satin like panel with a sequined high heel shoe embellishment. Cute top has lace short sleeves that have a sporty pair of black stripes and white ribbed edging, neckline has same ribbing. Measures 21” from armpit to armpit and 26” from shoulder to hem. There are two very tiny dots on the satin like panel, otherwise in good pre-worn condition.
