Wedding Dress Petticoat

There are no tags on this skirt, so i'm not entirely sure on the size. I've done my best to include as much detail as possible. This was purchased for my sister's wedding however she did not end up wearing it. She is a size 16. There are three layers of tulle and it is lined underneath as well. The upper part is stretchy, but measures flat across as 15" at the top of the waist. From the top of the waist to the tulle 18.5" from the top of the waist to the bottom of the tulle 41".
