Super cute dress by WHBM! This dress has never been worn. I purchased it and never had an opportunity to wear it and then last week and it’s too big now. It’s lined, tassels at the end of the drawstrings at the waist. 15 inch waist laying flat, not stretched whatsoever. 20.5 inches from pit to pit. 40 inches from shoulder to hem. Comes from a non-smoking non-perfume wearing home.
