Who What Where for Target black and white midi xs

I think I wore this dress one time, so it is in like new condition. It is a mid length dress with long sleeves and a tie at the waist. It has a lining so it is not see-through. Size extra small (could possibly also fit a small),the measurements are; Waist- 26”, but is elastic so it has give. Length- 44” Armpit to armpit- 18”
