Womens Rue 21 off the shoulder blouse

Like new, only worn once! This is 100 % rayon. This navy and pink floral off the shoulder blouse has an elastic band around the top to hold it in place. The front is accent with a navy tie tassel which falls over lace accent. In front from the highest point of the shoulder to the bottom of the shirt it is about 15 inches long. The back hangs a few inches longer.
