Wool Pencil Skirt

Size says European 40, which "should" be a size 8-10. Either this skirt has been altered- or it runs comically small. I wear a 10 and i could not get it on. A friend is a size 4 and she said it was really tight on her. Waist: 14". Hips 18". Length: 26 1/2". This skirt matches / goes with a blazer listed
