cameoapple @lakarichan I believe this would fit up to 27" comfortably. I'm currently 28" in the narrowest part of my waist and could still wear it, but I think it would not be as comfortable as a size small. I did just check Linennaive's website, and they have this color in stock in size small as well, in case you would feel better trying small! I have had luck finding coupons for them online, too. Either way, I hope you find a perfect fit!
