Wounded vintage A-line skirt, Kelly green seahorse

Kelly green A-line skirt. Vintage 50's(?) sz 10, w/ eyelet lace seahorse appliqué on right, & buttons on left. The elastic is completely dry rotted; this is a project, needs new elastic! This is in decent (read: wearable but not excellent) vintage condition. Tiny spot on backside (light discoloration, bleach?). Also, a faint stain above the seahorse, but not seen easily when worn. USA made Flat measurement: Waist- 17" flat (best for 28-30" waist) Hip- 22" (hips > 34" won't fit) Length- 25"
