Y2k Babydoll Dress or Skirt? Knit Gold Metallic Sm

I never figured out if this was a dress or a skirt, so now I guess it's someone else's turn to wrestle that question. I wore it as both. Pictured as both. PLEASE NOTE some teeny imperfections in the sweater weave, as pictured. Also a minor bleach line about one inch at the upper area, also pictured. By Bang Bang, sz 2. The measurement of the very top seam is 27" and very stretchy, (whether that's for bust or waist.) The top solid grey section is 6" long. The total length is just shy of 26" [s8]
