What kind if material is it? Is it shiny?

@sharlight01 The material is 97% polyester, 3% spandex. It does have a shiny satin look & feel. Very lightweight & soft!

@ellewood2016 No, I think it is just an extension of the collar. It sort of looks like a bow when buttoned. But no need to tie.
