Is the 17 in measurement based on the bottom of the bag? Also, any light wear or tear not visible in the pictures?

@bexmalicoat No, these are current photos of the bag so there is no tears or rips or stains. And the bottom measures 12" wide and the largest opening at the top is 17.2". It's quite roomy on the inside, more than what you would expect.
