skynicole27 @brendazumba hii, yes they are. I would say these fit more of a 2-4 more comfortably. My measurements are 25” waist and 36/37” hips and found the waist band to be maybe half an inch big on me, but the tie helps make them fit and the waist band itself is very stretchy. The thigh and hips on the shorts are definitely made to be more roomy. Hope this helps :)
