Tried on but never worn plaid skirt. It's labeled as small but the waist is very elastic so it could easily fit someone who's a medium or even a large if you want a very mini look. Flat waist measurement: unstretched is 13" and stretches to nearly 19". Built in shorts lining (approx. 17.5" flat). I was able to fit it with a 31" waist but the lining was a bit tight for my hips at 41". I'd recommend cutting out the lining if needed.
