Zenobia Shows 3x on tag but it fits like a 1X. who knows if it is mistake.

First measurements top of front bust to hem. second one pit to pit and next bottom of bust As you can see the tag shows 3X but it fits like a 1X. I am a two X but it is too tight. Don’t know if 3X is mistake or correct fit in Vietnam??
