@bethanykirk253 hi! i think these are a size 9 for sure.
i have been through the same thing. used to get the 39s but changed to the 40s and they all seem to fit better. one pair of of 40s i had were really big on me and i had to resell them. i think SH is just a bit all over the place with the sizes, i think it has to do with the style. but i am a 9 and these fit perfect. :)
