mustard yellow wrap around mini skirt

I bought this in the early 2000 in a street market in Florence, Italy. Looks like a item from Free People. Ahead of it's time. Wrap around leggings or jeans with boots. It's made from a thick cotton. Waist line measures 17" so double that for circumference. Doesn't need to be but can be belted or worn with men's tie as sash. Begs for creativity or just makes a statement on its own worn with a t-shirt.
