Beautiful blue sparkly tunic. Scoop neckline, crinkle fabric and a high-low hem. Great for layering with other pieces. I'm 5'4 and have worn this as a dress with tights or leggings underneath, so it could easily be a dress for someone shorter, or a top for someone taller. (Very small snag along hemline, but not very visible because of the fabric)
