who what wear x target black ruffle collar dress

great dress from the who what wear and target collab. super comfortable fabric (and it has pockets!), but in a silhouette and color you could wear to more formal events. great for summer wedding and graduation season! brandy new with tags. only selling because it was just never worn and needs to go to a good home open to offers!
