sigkap710 @16kittykat it has an elastic waist. If I measure it laying flat it wouldn't be accurate. I posted in the last picture their size chart from their website. Hopefully that helps you decide if it will fit.

sigkap710 @16kittykat you're welcome. Also I'm a 36DD and wear a size 6-8 normally. The dress is slightly too small on me but not necessarily tight. The elastic waist band is nice to fit either small or medium builds.
