Not sure about the size, there is elastic but because it's an older shirt it is a little worn and less stretchy. This could easily be secured with a safety pin to adjust the size, or cut to become a shirt or smaller skirt.

mirandadrumm @hannahpod unfortunately this skirt doesn't fit or look quite right on me so I don't think a try on would help you get a good idea of it. It's really probably like an XXL. If you're interested I could give you some measurements, though. :)
