Blue Dress with Sheer Overlay

Blue dress, under layer is solid with spaghetti straps. Overlay is sheer with short sleeves. Knee-length on me, I’m 5’3”, so it may be slightly higher on others. I would consider this a fit and “flare” dress, it cinches at the waist and skirt is a little flowy.
