The skirt is a satin like royal blue and is so silky. The waistband is scrunchy and goes up to your belly button. The skirt is really more like flowy shorts because they are connected underneath so no need to worry about any wind blowing the skirt up. It is an XS but it can fit a S. For reference, I am a size 4-6 in bottoms and I easily fit in an XS and it is not too short. It is in great condition and has been dry cleaned before shipping.
